Two Elk Waste Coal-fired Electricity Generating Facility

On February 14, 1997, Two Elk Generation Partners, L.P. filed an Application for a Permit Waiver to permit the Two Elk project.  The application proposed to build the Two Elk waste coal fired electric generation power plant.  The proposed facility is located southeast of Gillette adjacent to Black Thunder Mine.  The application stated that the proposed project would be completed in 1999 and capable of producing about 250 megawatts of electricity.  The application stated that construction would commence in the third quarter of 1997 and be 90% complete in the second quater of 1998.  During the construction phase, the construction workforce is estimated to peak at 752 during the second quarter of 1998. The operational workforce will employ 50 workers.  The estimated construction cost is $294.8 million. Pursuant to the Order issued on December 2, 2014, construction of phase 1 of the project is anticipated to commence by April 1, 2015.  97-02
